Seattle City Light seems to have completed it's rebanding.

Frequency 851.2875 is still in use.
However 807.0375; 807.7875; 808.5375; 852.0375; 852.7875; and 853.5375
are no longer in use.

New FB2 freqs are 851.5875; 851.8625; and 852.3625.

Emission is now 16K0F3E instead of 20K0F3E.

851.5875 is ID'ing as WNNR521 and voice coms have been heard on it.

are all D032 and IDing WNNR521.

851.8625 is part of 3D1C.
