154.430 was patched to TAC-5 only for the benefit of Mukilteo Fire Department. They decided to go ahead and put their 800mhz radios in, as they are part of "Phase 1". However, they have traditionally been dispatched on 154.430 (SNOPAC Fire North). So, to facilitate this, the patch was put into place, and that's why you have been able to hear all of the 154.430 traffic through the trunking system.
Now that Mukilteo Fire has switched to SNOCOM for it's dispatch services, there is no longer any need for that traffic on the 800mhz system. So, the patch was removed.
Originally, the channel loading for Phase 1 did not include all of the traffic from 154.430. So, patching that traffic over was taking up a lot of system resources.
I guess that means Marysville Fire is operating on VHF still - even though they are part of Phase 1.
