If there is 127.3 hz on that signal, it's a Snohomish County frequency. That frequency was used for SNOCOM Fire 2, and I believe SNOCOM currently has it patched onto TG 5456 (Fire TAC-22). It should only be used for large responses, so normally there is not much traffic on it. (BTW, SNOCOM dispatches all of SW Snohomish County - Lynnwood, Edmonds, Mountlake Terrace, Woodway, Brier. SNOPAC dispatches the rest of the county).
So, in that way it probably does sound like a repeater. They're all transitioned over to 800mhz, so everything coming out onto VHF is originating from the 800mhz system.
It could also be something in Pierce or Thurston County - I believe it's also used down there for Fire Ground stuff.
