Probably some kind of temporary new years eve amusement park/setup.
E-Cab. Running all black Prii marked "E CAB" on the door.

They got the SeaTac contract on Oct 1 2016. Not doing too well; Uber is kicking their butt.

The 5 person crew (all male) keep referencing 3-digit numbers -- which per their convos, refer to a VAN number. The vans are for kid pickup/transport. Sounds like a rental-radio system (freq is licensed to DAY Wireless out of Enumclaw.) Simplex only.

Probably some kind of temporary new years eve amusement park/setup.

Picking the signal up well from SE Bellevue. (Location is likely downtown Bellevue or Issaquah. Perhaps Seattle if they're using mobile rigs with more power.)
Getting a really bad decode. 4002 is a gal and 4001 is a guy and he's having trouble hearing her. Hard to make out what they're saying due to the poor decode. Once he called for "... for hire, 1". I may have also seen the 4004 radio ID.

461.9625 (DMR; slot 1, CC 4, TGID 50)- I have this freq in for another reason, but this carried traffic from SEA, specifically concerning a SkyWest flight.

Yes, Skywest is a United Express operator, which they also handle Delta Connection, American Eagle and Alaska Air too.
At one point I know they had their own ground handling guys with their own radio ops, but I think that went away when they got rid of the EMB-120 years ago.

This was a little mystery for a few minutes.

462.2625 coming from the Port of Tacoma. Pops up a CWID that decodes as "E TEKLOGIX E".

Teklogix (now Motorola Solutions) makes/made, among other things, handheld ruggedized barcode scanners.

462.2625 is licensed to APM Terminals (WQFU433) and bears the eligibility of "RF IS USED TO TRACK SHIPPING CONTAINERS. PART OF RADIO LINKED DATA COMMUNICATION FOR THE PURPOSE OF INVENTORY CONTROL", with an emission designator of 11K2F1D (Data, telemetry, telecommand).

Lastly, there are 6 UHF splinter freqs licensed under WQFU433. If this one pops up denoted as 'E', I'm thinking that, under that nationwide license, the others may CWID as "A TEKLOGIX A", etc.

Thoughts?

Sounds like a good starting hypothesis, now you need to visit container ports up and down the coast.
