LERN is a conventional VHF simplex channel, and is used for short range mutual aid and interop stuff. The ability of you to receive mobiles and portables on this frequency depends a lot on the radio you use, the antenna you use, the location of the transmitting unit to you, and geography.
So, if they are using portable radios greater than a few miles away, you probably won't hear them. Conversely, if they are using mobile radios and you are nearby, you would probably hear them. It depends on a lot of factors.
It is a conventional VHF simplex channel, so you do not have to use a TrunkTracker to recieve it.
The Washington State Patrol has many transmitters on LERN around the state, and they are occasionally heard on it.
Some of the local Trunking Systems (King County, Snohomish County) do simulcast the LERN activity onto their trunking systems, and their transceiver for this purpose is usually on a higher hill or mountain. So, if you were to be monitoring one of those trunking systems, you could listen to the LERN traffic through the trunking systems.
