That's the old SysID and tone, with a new bandplan. But the plan seems unnecessarily complicated: 5 kHz spacing? And without narrow deviation? It doesn't work for the second channel (really #407.5).

Their range (over 6 MHz) can't be covered by a single section at 6.25 or 12.5 kHz spacing, given Type II wants channels 380-760, but it looks like somebody had fun setting this up. I see the voice channels are in the new 406-411 MHz 'repeater output' range, and the control channels are in the 411-415 'simplex' range - I guess technically they don't repeat. Would be nice to know if all the inputs are +9 MHz.

Are you hearing transmissions now on 411.95 and 412.4765? I just tried them and nothing. But moved from overlooking the Everett base to 12 miles to the west about 350' MSL. So I should be able to hear them if they are still there, but nothing this morning.

The band plan is what I worked out to get to where I was hearing voice. I wonder if I was getting input voice or output voice? I will work on it more in the near future when I can get back to town. I was hoping someone nearer was interrested. I saw that +9 would jump out of the 420 limit but I know the CCs are good and the voices match unitrunker.
