Yep:
"Metro Transit determines the number of full-time employees (FTEs) they wish to assign to their police department. We [KCPD] maintain a full cost recovery contract model that charges Metro Transit for all salaries, benefits, supplies, and associated overhead for each FTE they purchase. Metro Transit buys their own vehicles, which are ordered to our standards."

#1 they "make busses and trains safe". #2 Yes. #3 pretty big I guess.
