Yep:
"Metro Transit determines the number of full-time employees (FTEs) they wish to assign to their police department. We [KCPD] maintain a full cost recovery contract model that charges Metro Transit for all salaries, benefits, supplies, and associated overhead for each FTE they purchase. Metro Transit buys their own vehicles, which are ordered to our standards."

#1 they "make busses and trains safe". #2 Yes. #3 pretty big I guess.
"Metro Transit Police educate operators and other transit employees about how to maintain safe and secure facilities. In addition, our detectives work on proactive projects that stop crimes before they start."
"For that reason, they [Metro] contract with the KCSO [KCPD] for a full-time police force. Our 32.5-member team includes a chief, a captain, supervisors, detectives, deputies, and dispatchers. Our efforts are supported by off-duty Seattle Police Officers."
"...in their effort to protect both Metro operators and riders, [transit police] patrol the Metro Transit system and its facilities by bus, on bike and by car. Through tracking of reported activities they are able to organize their patrols to meet the needs of the system."

I'd actually read it a long time ago back when KCPD was the PD for my location. I have the ability to remember webpages that I've visited years ago :)
