I would think the 2459.0 MHz is for the video.
The 154.0175 for control and 458.725 for audio. :mrgreen:

Looking at the emission designators combined with a Word doc from the state:

Video
Emission Designator- 17M6F9W
Channel Stepping- 1 MHz stepping only. All video frequencies requested must be round numbers to the nearest MHz. No fractional video frequencies will be accepted.
Note: Video links require 17.6 MHz of Occupied Bandwidth for licensing purposes.
(2459 for this license)

Telemetry
Emission Designator- 9K30F1D
Channel Stepping- 12.5 kHz
Note: Telemetry links require 9.3 kHz of Occupied Bandwidth for licensing purposes.
(458.725 for this license)

Audio
Emission Designator- 11K0F3E
Channel Stepping- 12.5 kHz
Note: Audio links require 11.0 kHz of Occupied Bandwidth for licensing purposes.
(154.0175 is the only frequency left, but it's assigned 11K2F3E. So instead of having no modulating signal, we have "A single channel containing quantized or digital information with the use of a modulating sub-carrier, excluding time-division multiplex" so they can use PL tones even though it's not suggested by the state)
