I have a BCD396T that I use more than anything else. I'm not sure how it compares to the Pro-97, but I have it set up like this:
Bank 1: EPSCA
Bank 2: Seattle
Bank 3: KC/VC
Bank 4: Port of Seattle
Bank 5: Tacoma
Bank 6: Sno Co. West
Bank 7: Sno Co. East
Bank 8: Eastern WA conventional
Bank 9: PD Conventional
Bank 10: FD Conventional
Each bank has its own quick keys. Within the EPSCA/Seattle/KC-VC systems I've programmed the first 5 quick keys exactly the same for fire (1: EPSCA, 2: Seattle, 3: VC, 4: FD Admin, 5: EMS). Then PD varies depending on the system. I have the Sheriff's talkgroups in all of the systems. And QC 10 in all of the systems is the various mutual aid talkgroups. The conventional systems generally have quick keys organized by county. I have a huge MS Excel spreadsheet that I've created with all of this info, which you can then easily cut and paste into the programming software. The 396 is really an amazing radio with impressive capabilities.
Anyway, to answer your question, you really need to segregate out the various services and areas and put them in separate banks (or quick keys). You want one bank to be Seattle Fire, the next to be Eastside, and the third to be S. King, for example. In my opinion anyway...
