Eastside Communications still has a significant 154.190 VHF system, including all the transmitters and voting receivers from the "old" Control 10 days. It's main role is to support those two departments (Skykomish and Snoqualmie Pass) that do not regularly use the Trunking Radio system.
So, those times that Eastside patches the .190 to FTAC-8 (usually for mutual aid responses up to Snoqualmie Pass), it would not be surprising to hear a Skykomish fire unit in Monroe. The patch is doing exactly what it's supposed to do - it just happens to be incidental to the original intent.
In addition - FTAC-8 may not be heard on the Seattle Sub-System simply because there are no radios on the Seattle Sub-System affiliated on FTAC-8. A sub-system generally does not carry a talkgroup if no radio on that part of the system is requesting to hear that talkgroup (of course, there are probably exceptions that I'll be corrected about).....
Or, perhaps FTAC-8 was excluded or not authorized on the Seattle Sub-System....
