I can only help you part way. The DNR handles forest fires on state land and the FS handles fires on federal land. And, they sometimes work together.
I live in Everett so I am mostly interested in the Mt. Baker Snoqualmie out of Granite Falls. FS repeater is 170.525 and it is located on Green Mtn across the Mtn Loop Hwy from Mt Pilchuck. Darrington ranger district HQ uses the same frequency for their side of the 'valley', but Darrington also can call the ranger station at Verlot on the Mtn Loop on the same freq.
I also like to hear fire traffic from Eastern WA and the Wenatchee NFS. Try 415.575 because it relays certain radio traffic from Eastern WA. Wenatchee NFS has two primary freqs they call Forest Net 1 and Forest Net 2 (if my memory is correct from the last time I was there several years ago). I wish we had clearer info on how the 415.575 is controlled. What I'm about to say next is based on assumptions and observations and thus doesn't represent the 'full truth'.
-- the 415.575 link doesn't appear to work fulltime around the year. For example, I haven't heard it for a long time this fall and winter. some of us thus think it is primarily used so that the Mountlake Terrace HQ of the Mt Baker Sno. NFS can hear firefighting operations in Eastern WA.
-- during a fire, that UHF link is pretty well saturated with traffic. We've heard Net 1 and Net 2 traffic on it, plus a number of the air frequencies, especially what they call Flight Following--used from the time an aircraft (fixed wing or helo) take off from their bases until they arrive on the fire scene and then switch to local air and VHF tactical freqs to talk to the fire crews below. I've also heard various county fire traffic transmissions on it.
-- if you visit EWash and want more freqs, please use the search phrase of Wenatchee FS and find a message with subject of Wenatchee NFS & Fischer Fire. A post from me after I got to read a FS freq guide for a particular summer. I suspect if you need freqs for forests other than the MBS and Wenatchee NF, then a search by the forest name. FYI--each of these forests reports to what is known as Region 6 HQ, and they are in Portland.
