The EPSCA Simulcast frequencies are primarily intended for EPSCA system users...however, the design of the King County System does require radio's to "roam" around to find a suitable site for coverage - when their home sites do not provide that coverage.

So, you may very well hear Seattle, Valley Comm, KCSO talkgroups active on the EPSCA system when one of those radios are affiliated to the EPSCA simulcast sites. Their radio's have decided that an EPSCA site proides them the best coverage at that moment.

Conversely, EPSCA radio's will do the same thing, and will quite often be heard on the Seattle and KC/VC simulcast systems.

Its best to just program all the talkgropu ID's for the eastside agencies you intend to listen too and scan those. otherwise if you scan in "open" mode you will recieve all the active TG's in all various systems as well. For my Radios I created a bank for Eastside TRS, King County TRS, Seattle TRS, and scan them that way..
