That's actually a really good question. I have a vacation home on Snoqualmie Pass, and thus keep up with the fire department there somewhat. I found out about this through their webpage:

Little departments like Snoqualmie Pass fire can be greatly impacted by this initiative. It's complicated, but it looks like they want to dissolve EPSCA and create a new, larger eastside agency that's more of a conglomerate of all public safety agencies on the eastside. I wonder how this will effect radio communications?
