I keep it in the scanner because it used to be Firewood helo base at Whidbey. Yesterday I heard traffic like a mil. exercise. Signals were different levels and weak. I guess it could have been skip? Any hits on that freq, besides Whidbey?

I've got an ancient (ca. 1997) entry in my db as 'Army SAR WA, w/ Bullseye', with no tone noted.

No, I don't remember what that means.

It is allocated as a shared military freq -- and all of the field radios can use the freq. It could be from any where. Might be used at Ft. Lewis. Or a pirate. ARRR !!!
