I heard that the trunk systems will be changing for seattle. They are now Motorola 1 and 2 I believe. And I heard they are looking to change to the apco system. Is this true and if so, when? I would hate my bc895xlt to become obsolete. Is there a need for me to upgrade?

Any answers or assistance is greatly appreciated.

Your "source" is wrong. The only change comming up is "rebanding." This will change every licensees frequencies in the 800MHz band to greatly reduce the interference caused by incompatable system architectures (IE cellular style and public safety style) having interleaved frequencies.

It has nothing to do with 700MHz.
It has nothing to do with digital transmissions.
It has nothing to do with APCO Project 25 system design.
