60130 should be Everett area comms. 60120 is Mt Vernon and 60131 is Skykomish.

If it was 60131 that would make more sense given Newhalem's location. When WSDOT first came alive, I heard 60130 quite a bit and it was mostly security patrols talking about a walkway and [new] graffiti on some WSDOT property.
