Never heard a reference to 3.

"Hears" what I can confirm:

Spokane City Road: 159.180 (R) (114.8) -Snow plow ops.
Spokane County "Engineers": '1' County wide 155.925 (R) (103.5) -Snow plow ops.
Spokane County (2?) 151.100 (R) (146.2) Heard snow plow ops,{traffic requesting to go to channel 1 or 4}. Half (HT) scale from South Hill.
Spokane County 'Engineers' 4 159.000(S) (103.5) Snow plow simplex w/ 'colorful military type language'.

Always love it when people who obviously know nothing about radio make statements like this:

Freq and tone match Kitsap County LE-5 tac, maybe going into YTC?
