For the most part, you're probably seeing Cellular/PCS sites. But, some Trunking Radio sites may be mixed in with them.

The best example I can produce is the SERS (Snohomish County Emergency Radio System) site near the intersection of 220 St. SW and
I-5. The site is right next to the MLT Water Tower just east of that overpass. The radio tower is noticeably taller than the water tower, and it is one of the main TRS sites for that area.

In addition, the Sno County ESCA/RACES repeater (443.725) is also on that tower.

It may look like a cell site, but it is a Trunking Radio site.

Brad.
