State EOC is overdriving their transmitters. Control tones on the remotes are obviously too low and causing drop outs..

Seattle EOC sounds like the narrowbanded their lowband radio.

Add 464.675, also CC-5.

Some flavor of DMR trunking.

No, I don't have the LCNs; don't ask. With a three-channel trunked system that seems to be used (from my 3-4 hours worth of observations) maybe a dozen times a day, you could track this with a hacked TYT or an Anytone.

...and note that Safeco Field is using a Capacity Plus trunk 4-frequency system using RAS.
