Could be a number of things....Ch 63 could refer to another agency's freq...
In Puyallup, Ch-6 in the PD radio is "E PIE TAC", aka Pierce County Sheriff's east county tac channel (155.610).
Check for the troopers on the MACC channels, mutual aid channels, or hell, even 161.055 (railroad ch 63).
As a cop in AK, I would frequently ask other officers to switch to Ch-11 to chat with me...Ch-11 was a simplex freq used by a village 300+ miles away, but it suited our purposes (aka speed traps).
