158.820 (D624)- Quite possibly United Tribes Technical College security, in Bismarck. Same freq is the input to Dickinson Fire's repeater, but that's 162.2.

That 380 MHz system is the US Air Force, sites all over the place. I don't see the two sites you picked up, though. Maybe Ellsworth AFB or Minot are upgrading...

The band was open for a few hours tonight and, though I searched, I never found anything in the 406-420 area.
