There is only so much weight you can have on the ladder at any given time. That number changes of course with how far it's extended and if they are flowing water out of the tip. There will be a placard somewhere on the rig defining all the different variables.

In this case I'm certain the FF knows the weight limit will be exceeded if the two of them area at the tip and the 3rd person jumps on. And he knows that FF behind him needs to be at the base of the ladder before the victim jumps on. Otherwise they risk structural collapse.

Clearly a seasoned fire firefighter.

I wish my department had a truck. Hell, it'd be nice to have an engine that runs.
