I've been meaning to ask this for a while now. On Redmond Ridge Road (in rural Redmond) there is a power pole that has a hand winch on it. High above on the pole there appears to be two dipoles in a protective sleeve (since they are between the lines). It appears they would elevate above the power lines when needed. At the base of the pole there is a metal housing for what I would guess is the RX/TX equipment. Does anyone know what this is for? Is it used be PSE for some sort of relay site? I don't have a picture but I can stop and take one if this draws a blank. I've noticed the same setup on a pole on Union Hill Road as well.

Any ideas?

That would most likely be a pole-mounted switch disconnect, which is used to kill power to the lines. What looks like a winch is really just a lever to actuate the disconnect. There are usually several rods, linkages and most importantly, an insulator. The 'antenna' you're describing is most likely the final linkage of the disconnect.

Here's one in action:

That's it. I drove by it this morning and it is the same setup. I've never seen that setup before. Thanks for solving that mystery for me.

Wouldn't that actually be a monopole?
