Are the toll booths in the same location as they were in the '70s?

They aren't actually toll booths. It is a series of scanners and cameras that they have mounted under the metal support grid work of the East Highrise. Relative to where the toll booths used to be, they are about 50 yards west of the old "toll plaza."

Here is a link to the company that provided the system to WSDOT.

I remember some legal stir-up back then, something about the bridge was paid off and tolls were no longer legal.

The tolls will be used to pay for a new floating bridge in 2014. Not sure about the legality of tolling on the 520 bridge, but apparently they are going through with it.

Same thing happened way back with the Hood Canal floater.
Then it blew away and sunk.

Not to mention the section of I-90 that sank during the Thanksgiving holiday back in 1990, while it was under construction.

Maybe you're thinking of Eyeman's latest initiative. He doesn't like giving people money so he tried to make it so that all tolls collected on a road go towards paying for that road.

The legislature has mulled the idea of tolling I-90 to help pay for 520. Not the greatest idea, but it'll take us 50 years to pay off 520 without some other source of funding.

The places where the toll booths once were are now bus stops. You can now find a lot of Microsofties hanging out at the stops for a few minutes before the 545 comes.
