Man arrested for Credit Union Burglary
On November 25, 2009, at 1:50am, Spokane Police patrol officers responded to a burglary alarm at the Primesource Credit Union, 428 East 3rd Ave.
When officers arrived on scene, the observed a broken window, with shards of glass on the ground. Witnesses had observed a male jumping out of the window, and gave a physical description.
Washington State Patrol Trooper Spencer was in the area, and located the suspect, Kirtis L. Porambo (6/21/91) at 5th and Garfield. Porambo had shards of glass in his pocket that matched the bank's window.
Surveillance video from inside the bank was reviewed by officers, and Porambo was clearly seen inside the bank. Officers arrested Porambo for 2nd Degree Burglary and booked him into jail. It does not appear that anything was taken from inside the credit union.

Yeah we have a Trooper like this in Bellingham. He doesn't seem to know where the highway is. Constantly pulling people in the downtown area, and around Lakeway. I think its good when something is really going on, but why be pulling people in the Downtown area, when he could be pulling over those crazy Canadians on I-5 instead? lol :P

I saw 2 WSP troopers working down town Ferndale today. They were getting a bunch too :D Why not? :lol: 25 mph has always been the golden rule in Ferndale
for as far back as I can remember.

Sounds like a trooper just got a car with drugs in it on Indian Street. Calling for the BPD dog. He strikes again lol.

I think the craziest example of this I ever saw was about 18 years ago, when I saw 2 WSP units working Delridge Way SW.

They were fishing big time. Bagged me for a burned out tail light.
No ticket, just snooping...

Or the trooper in Spokane a few years back, stopped a car on East Sprague Ave. for something like that...taillight...determined there was P/C and found drugs on the driver so arrested him. Then he searched the vehicle, got to the trunk of the car and found a big live Snake! He took a couple of steps back!! Just another example of what they find when they snoop..or the earlier case. They're bored!!

Passed a Trooper earlier today citing someone at the 19200 Blk of 1st Ave. S in Normandy Park while the city officer sat across the street and watched. Maybe the city officer was picking up some traffic stop pointers from the trooper.

I've heard of citizens bitching about jurisdiction concerns.

One day I was heading into Seattle and noticed flashing red & blues in front of me on SR-509 and noticed it was a Port of Seattle Police car that had just pulled someone over.

I didn't know they could do that until I talked to a buddy of mine who's an officer for the Port and he told me that they have state commissions since they have to attend the Washington State Criminal Justice Traing Center in Burien as do all law enforcement officers fro the state, cities and counties.

1st Ave is a state road, SR 509. Besides, it's right down from the academy....Maybe the trooper was coming from learing how to do cop work, not change tires.

True, but when you have other L.E. agencies that constantly patrol those areas, one sometimes wonders if resources are being used where they need to be. Its pretty well known that a trooper can go anywhere he feels like it, I think we all realize that.

The resources are being used efficiently.
Here's an example:
SR2/SR395 aka Division, a six lane road, runs north/south through Spokane.
Take any Friday/Saturday night, the city PD's high call load prohibits self initiated calls for service. The road goes unenforced.
Enter motivated Trooper.
Knowing the diesel pick-up/small car drag racing which has been occuring, and the high dui reputation of the road, he trolls to snag DUI's.
This is public safety. It's also a state road.
