How do you know that they are using AES? They could be using Basic Privacy or Enhanced Privacy

DSD shows EP and not BP. I thought EP was built on AES.

AES just by itself. You need to get the repeater in EP mode in order to pass AES packets. What type of model of radios are they using? First Gen radios won't support AES while second Gen supports it. To use AES, you need to buy an entitlement ID. As of last year, Motorola has refused to sell entitlement ID with the AES features to any civilian customer and suggesting them to buy P25 radios. The only way to get an AES entitlement ID is to submit a request in writing, on government/public-safety letterhead, stating why AES is required.

No idea, I just saw many lines of this on 461.0250

I'm not even 100% sure it's them--there are other licensees in King County that are licensed for TRBO on that freq. I assumed Swedish because of HIPAA
