Actually he's probably attempting to reach the Pentagon MARS station. If it is actively staffed then someone could have been monitoring that frequency.

A lack of response could just mean that the a/c was not in a good spot to get a good signal. This happens all the time with a/c coming in over the north pacific. I can hear them S9+ here locally but HF-GCS cannot seem to receive them. Just the pleasures of dealing with HF propagation. :)
