I use Bonito radiocom 4.5 icom software for receiving weather fax broadcasts on hf .

here is a video of seaTTY program being used( availible for download on the web) and what wefax sounds like on the radio... you'll see the wefax pic about 50 secs into the vid. >>>>>http://www.youtube.com/watch?v=SAHuNwxq0L0
there are other programs out there is is just one of them.

here is a list of frequencies >>>>>> http://www.nws.noaa.gov/om/marine/rfax.pdf
http://www.nws.noaa.gov/om/marine/radiofax.htm

many of the USCG broadcasts Ive decoded with good picture results here.
Ive even copied one or two foreign fax broadcasts too using the bonito pgrm

normally all you have to do is feed the audio into your pc, start up the program and configure the audio settings so the program can hear the radios audio

there maybe some additional settings to be made but Im sure the programs help file will get you started listening/seeing wefax broadcasts pics.

so should I use CA or AK station frequency?

I assume that I just tune into the following on USB (my dial would be this exact frequency because im using my USB capable radio)
2054 kHz 4298 kHz 8459 kHz 12412.5 kHz

PT. REYES, CALIFORNIA, U.S.A. (my dial would be this exact frequency because im using my USB capable radio)
4346 kHz 0140-1608 8682 kHz 12786 kHz 17151.2 kHz 22527 kHz 1840-2356

when I read the schedule what time is this local or UTC?

Time
0143/1403 NE PACIFIC GOES IR SATELLITE IMAGE 120/576 00/12 6

Use the California station first just to get the hang of tuning in a wefax station
Use utc as the station tx time.

As for signal decode... station signal peaks should be dead center of the red ( I-------I ) decoder marker lines just like in the youtube video.
you may have to adjust your radio dial abit from the published Upper Sideband freq to get the software to decode properly.
if the signal peaks are too much to the right or left of the decoder marker lines your fax will be either too light or too dark.
once you've mastered rceiving uscg station Pt Reyes then you can work on Alaska , New Orleans, Boston and Hawaii.
if your lucky you might get Japan ???

hummm sorry to hear your having problems decoding the signal

Here are two vids of uscg stations that you should be able to copy...listen to the usual wefax tones.

http://www.youtube.com/watch?v=yOTTCqXR ... re=related
http://www.youtube.com/watch?v=HkaoZ3nG ... re=related

If the signals your listening to dont sound like this in the video.. then its not wefax
