Noticed BNSF licensed in some counties in Washington.

Has anyone received comms on this freq or known what it is used for?

HLCS or Hy-Rail limits Compliance System for track equipment ( hyrails) operating on main lines to keep track of MOW equip location as to where their track authority ends, or if they have exceeded this, along with being within 1 mile another similar equipped vehicle. It’s all data
