Department Overview: The City of Seattle is seeking qualified candidates for the position of Telecommunications Technician in Seattle Information Technology’s (Seattle IT) Engineering & Operations Communications Shop. Seattle IT provides technology leadership for the City enterprise, developing common standards, architectures, and business solutions; focused on developing scalable, sustainable solutions that enable departments to deliver City services more efficiently and effectively to constituents. Seattle IT harnesses the power of technology and telecommunications to facilitate City government serving Seattle's residents and businesses. Seattle IT is responsible for citywide technology governance, strategic planning and policy development, and programs that promote technology literacy and public access to government information. Seattle IT manages the City’s technology infrastructure which includes the City’s data center, communications networks, end user support, cable office, municipal television channel, and customer service activities. The City’s consolidated IT operations is 700 strong, providing professional technology services across City government and beyond. Job: ITD-2018-000151 Telecommunications Technician (Ordinance Title: IT Professional C-BU) Salary: $34.79 to $52.18 hour (DOE) Status: Represented/Regular/Full Time (BU – IBEW, Local 77) Filing Closes: Tuesday; February 20, 2017 (4:00pm PST) Division: Seattle IT; Engineering & Operations Location: Communications Shop 1933 Minor Avenue – Downtown Seattle Position Description: This position reports to the Seattle IT Radio Communications Shop Supervisor. Employee in this position will perform the following responsibilities: Installation, testing, maintenance and repair of commercial FM two-way radio systems and equipment including low band VHF, VHF, UHF and Motorola SmartZone 800 MHz 4.1 trunked simulcast and P25 trunked radio networks, microprocessor-controlled radio transceivers, simulcast site controllers, antenna systems, multi-site microwave links, dispatch consoles, and associated telecommunications and network equipment which impact government and public safety operations for external and internal customers. Utilize standardized safety procedures, technical regulations, and equipment manuals to identify and resolve system and equipment problems. Communicate with internal City of Seattle personnel, outside service personnel, equipment vendors and other government agencies to coordinate and provide information pertaining to service requests, work orders, equipment evaluations, technical advice and complaints regarding radio system and television interference. Maintain and install DC Power Distribution Panels, and perform preventive maintenance on UPS systems and DC Power Plants. Install and maintain Analog and digital telemetry, such as Channel Banks, T-1 circuits and other digital and analog circuitry. Analyze and resolve performance and failure issues related to OSI Layers 1-2 using network testing and management resources. Perform related telecommunication duties commensurate with classification level. Position requires understanding of IP networks and interconnecting devices; understanding of Ethernet backhaul as it applies to Land Mobile Radio networks including MPLS is desirable; and a knowledge of electronics theory, circuit operation, the use of hand and power tools used in electronics, the operation of electronic test and diagnostic equipment. Required Qualifications: NOTE: Equivalent combinations of education, experience and/or training which provides an equivalent background required to perform the work will be considered except where specifically noted. • The successful candidate must have mid-level expertise in three or more of these technology disciplines; Land Mobile Radio (including trunking), microwave networks, cellular technology, Distributed Antenna Systems (DAS), and data networking. • Five (5) years’ experience in installation, maintenance, and repair of commercial LMR and related electronic equipment and systems. • Specialized knowledge of basic electronics theory, circuit design, antenna systems, and FCC Rules and Regulations is required for installation, operation, maintenance, and repair of various types of communications and electronic equipment. • Working knowledge MS Office tools, including Visio, to maintain system documentation, assist with training peers, and express ideas and thoughts. • General knowledge of Motorola 4.1 and 7.x infrastructure, other control-channel based trunking technologies, P25 system technology, microwave networks, and industry-standard software. • Ability to exercise independent judgment in diagnosing and resolving technical problems and address multiple issues simultaneously. • Solid analytical, written, and oral communication skills, and the ability to communicate at both the technical and inter-team level. • Ability to work as a productive team member; share knowledge, and document work in a collaborative effort to resolve problems and optimize the network. • Strong customer service skills, and a demonstrated ability to work with both internal and external customers at all levels in a professional and supportive manner. • Ability to work in fast-paced technology environment; to work as a productive member of a professional team, as well as demonstrate initiative; ability to work under pressure, multi-task and rapidly adjust priorities. • Ability to work with diverse populations. Ability to adapt to rapidly changing technology. • Ability to safely lift and move 50 pounds is required. • Valid Washington State Driver’s License or evidence of equivalent mobility. NOTE: Employment contingent upon successful completion of comprehensive background investigation in compliance with Seattle’s Fair Change Employment Ordinance SMC 14.17. A CJIS (Criminal Justice Information Systems) level background check is now required. NOTE: Pre-employment physical required. NOTE: This position is covered by a collective bargaining unit; International Brotherhood of Electrical Workers, Local 77. You will be required to join the union within 30 days of employment, and pay monthly union dues. Desired Qualifications: • Education equivalent to an AA degree in Electronics, including specific coursework involving communications equipment, digital circuitry, or test equipment usage. • Direct hands-on experience with Motorola SmartZone version 4.1 infrastructure or P25 system technology. • Motorola MCC7500 console, GTR8000 base station, 7.11 or newer release of Motorola trunked system controller product experience and/or training. • Aviat Networks Constellation microwave radio product experience and/or training. • Alcatel Lucent 7705/7710 product experience and/or training, including MPLS configuration. • Experience with Distributed Antenna Systems and Bi-Directional Amplifier systems. • Experience with current cellular technologies, including LTE. • Being a self-starter is important, including the ability to find information and learn on your own. • Ability to represent the Communications Shop/City of Seattle in meetings with internal and external customers and radio system peers (KC, WSP etc.), and the ability to communicate with peer technicians and installers, and guide staff and vendors who may be less technically experienced. • A demonstrated history of reliability and availability to support emergent responses to critical technology system issues and customer needs.
