I had this conversation with a government customer a while back. They got a bit testy with me over it.

Radio Service Shops Can Be Liable
A service shop in Philadelphia was cited by the FCC for programming client radios without confirming their customer had a license. This is pursuant to 47 C.F.R. 90.427.

I had to battle it out with Clackamas Communications (now Day Wireless) back in 2001 to get them to program my radio for RX only conventional P25 operation. The tech said "no way. It's illegal to monitor digital radio", so I went back the next day and asked for a different guy with my TV station letterhead.

Worked like a charm until the station received a Paid In Full invoice with my name on it.

I think most of those techs are long gone....
