To those responsible for programming radios...
Do not use busy channel lockout on your user radios if your repeater has a 5 second tail! Damnit!
edit- and IMHO- if your putting a 5 second tail on a repeater with a 20% duty cycle your a fraud! In fact if your selling repeaters with a 20% duty cycle to a police agency you might want to consider another line of work!
