Please listen to this audio clip and see if you can tell what it might be. I just noticed it today coming in on top of CENCOM south (Kitsap Co) at 155.430Mhz. I've listen with two different radios.

Monroe ID's in Manchester format?

Seriosuly, Kinda sounds like P25 skip to me.

That is my uneducated guess: P25 ducting in from somewhere.

Thats a Motorola SmartZone/SmartNet control channel sound...P25 sounds more machine gun like.

Maybe I should have paid better attention to the Morse Id I have been hearing there in the evening/early morning... Funny thing is, I hook up the high-altitude dual band Squishcraft AR270B which feeds the FM simplex ham gear via 7/8" hardline and I don't hear it using my Yaesu FT 530 handheld tuned there, but the FRG 9600 being fed with a DB products stationmaster via some flaky coax, with a much reduced AGL, AND through a splitter, is picking this up. I just figgered on some form of intermod unique to the ancient Yaesu "wideband receiver"... So I am NOT the only one hearing this  :? :?:  Not all that strong here... But to me it sounds a bit like Motorola Flex(R) paging stuff...
