Yes -- Congress at the request of the FCC is proposing to take as much TV Broadcasting Spectrum as it can get and sell it off to Wireless services. The FCC proposal is called "TV repurposing". The FCC is proposing to permit two TV Licensees - within the same market to "Share" one TV channel, thereby freeing up the second channel for broadband uses. There is not enough room within a single TV Channel of 6 MHZ for TWO HDTV signals and any other TV services. The FCC would auction off the OPEN TV channel to wireless services - and the TV licensee would receive a portion of the money received at auction. Would KING TV want to Share with KOMO or KIRO ?? IF the price was HIGH ENOUGH -- !!. The FCC is also proposing to move more UHF TV stations back to the VHF channels - to again - allow more UHF TV channels to be sold off at auction to more wireless companies. The final part of the FCC proposal is to MOVE all over the air TV Broadcasting over to the internet and to sell off -- at auction - as much TV spectrum as it can - to new wireless services. This is how Congress will save the country !

Oh, you mean the VOLUNTARY PROPOSAL that basically any member of the NAB is not going to do?

If Congress passes the enabling bill - it will NOT be on a totally voluntary basis. The FCC will then be able to force UHF TV stations to MOVE back to VHF channels and all TV spectrum will then be on a SHARED basis only - with other wireless services. The NAB is NOT the same NAB of years ago. It represents a lot smaller number of licensees. The FCC will have the power to "Re-allocate" The entire TV spectrum. Broadcast licenses like all FCC licenses and permits do expire.
