Recently bought a Uniden BCD396xt scanner. Having problems with local police frequencies in the city of Richmond, Madison co., Ky. I have been told their channels are scrambled or blocked due to local high security nerve gas storage site. Is this possible? If so, I probably just return the scanner.

It's likely because the scanner isn't programmed correctly. Your county has a P25 system that uses custom band plans which have to be programmed just right. Yes, there are encrypted channels that you won't be able to hear but that's normal for just about all digital systems.
