I disagree with Trunk Tracking going dead in this area... As Sean says "Encryption in coming", but it isn't here yet (Sean maybe talking about just KC). If it's not here yet, then I don't think it will be here at all. WSP is the newest system out there that hasn't gone to encryption. South Sound 911 new system isn't fully encrypted and left the dispatch TGs in the clear. SERS tweeted out that they have no plans to go to 100% Encryption even though they have around 5 TGs that are encrypted. SERS recently decided not to enable "shuffled bandplan" on their system. 256-bit AES encryption is expensive. There is ADP encryption which is allot more cheaper but then agencies risk losing federal grants (

I think DanTanna might be on the right track as far as transparency but I feel it's more about politics and to avoid lawsuits. When KC went to a TRS, there were no trunking scanners on the market and the media sued KC so they could listen. KC gave in but sold the media Motorola’s at three times the cost. Just my two cents...
