I'm looking to purchase a new scanner, and P25 Phase 1 support seems good enough for the next 5 years in the Puget Sound area right? I don't need to purchase a Phase 2 scanner right?

If you look through the intercept database search for "With mode: P25 trunked" you get good returns. Those are mostly P25 Phase 1 right?
Plus the FCC change over to Phase 2 at 2017 seems like it's not going to be enforced to hard.

what's your opinion on P25 Phase 1 vs Phase 2?

PSERN will be Phase II from inception. Anything new sold today should be Phase II also.
