Looking in the options in a Yaesu FT-2800 there seems to be a receive only WX broadcast freq of 163.280 programmed in there with the other 7 US and 2 Canadian ones.

Has anyone come across where this is used at? Is it an international WX broadcast freq? I can't find any indication on the net where this may be used.

Many NOAA Weather Radio receivers are also programmed for three additional frequencies; 161.650 MHz (marine VHF Ch 21B), 161.775 MHz (marine VHF Ch 83B) and 163.275 MHz. The first two frequencies are used by Canada for marine weather broadcasts. 163.275 MHz was used by the National Weather Service for internal coordination in the event of a power outage but is no longer in active use. It can now be used for Moshi Moshi

That's just plain absurd. Everyone knows that Moshi Moshi is only used in the Canadian Rockies.
