Who's good with morse code? Same CWID; the later one is clearer but is missing a few letters.

The nonsensical character might be a mangled "8".

Whatever repeater it is, it's not CWIDing on something it's licensed for.

Roughly @ 28wpm

Perhaps it's channel 9 of the WPYT883

Well, the first part is messed up for sure but I hear a possible W then Y T 88 and a character I thought was Katakana (but it's not). It is -..-- Then the last number is 9
I concur. They need to fix that cw ID'er.
