However, I'm sure Harris is competent enough to figure out what's going on.
That being said, the ever-increasing technology that we use is getting more and more complex. Issues take time to resolve within complex systems, etc. Unlike the old days where it just "worked" or it didn't -- and you could just replace a part. A lot of people still don't understand this point.
Adequate planning and contingency-planning is the key to success or failure. Competent engineers help too. :)
And a lot of the time in the past we didn't even know it was broken for a while... Remote sites/voters/wire line control stations... They could go for days and weeks before someone noticed a problem. Now with everything being constantly monitored... everyone says it is breaking all the time.
