To answer my own question again... I got my USB cable today, I loaded all of the west coast data. Hooked up the GPS and saw it scanning the correct frequencies/sites. Then I found that "9" is programmed to the USA stuff, so if I want to disable it, I can just press 9 on my scanner.

Ahhhh.. technology is great. (when it works) :)
