Let me do some tinkering with the feed and audio side and see what I can come up with... I will try isolating everything out, and take it down to just the bare bones antenna/scanner/wall plug and see what happens...

I guess the real question, while I do a bit of troubleshooting is, how dangerous is this thing to my electrical and scanner? especially being outside in the damp/rainy Northwest? Just handling the wire there is no electrical shock, only when you try to eat it, which I can say I am not trying to do on a daily basis...

Perhaps the ground loop is through your audio cable. This would make sense as I believe the 2004 has a linear power supply with no chassis ground to the AC side. Its usually good to run an isolation transformer between the scanner and computer. It will give correct impedance matching (which typically gives cleaner audio), it will isolate ground-related hum, and it blocks ground-looped currents from zapping you.
